We need your action to push the Hutchison Bill (S-517) forward

February 4, 2005 - Update: Now is the time for everybody to help!!

By now you have seen the message from WMA President Aaron informing us that S517 will have its day on the Senate floor some day soon. Jamie from Senator Hutchison's office indicated that they were trying to get it past the senate floor this week (6-10 February 2006).

The Senator and her staff are working to rally support for this bill, and to especially try to get these Senators to co-sponsor our bill. They asked if the WMA members, within the states with ongoing operational weather mod activities, would call (write or even email) and ask their respective Senators to support/sponsor S517 (pls see list below). They figure that it is best to have the senators receive calls from their constituents. However, that doesn't stop us from contacting any US Senator and asking her/him to support S517. In fact, please do this.

Senator Hutchison and her staff would appreciate said efforts. I think we all know the benefits of having this Bill passed, so if we can just take the 2-3 minutes to call our US Senators and encourage them to support (or sponsor) S517, especially if you live in one of the states listed, we can all help get this Bill through the Senate.

Our efforts also help the S517 companion bill in the House. Passing S517 through the Senate makes it easier to get the companion bill (HR2995) through the House. The House effort will also need our help when the time comes.

The Weather Modification Association's Response to The National Research Council's Report Titled, "CRITICAL ISSUES IN WEATHER MODIFICATION RESEARCH" has been completed.

HAIL SUPPRESSION STANDARD AVAILABLE

The WMA is pleased to announce that ASCE-EWRI Standard 39-03, Standard Practice for the Design and Operation of Hail Suppression Programs, is now available from ASCE publications at http://www.asce.org/publications/booksdisplay.cfm?type=9991621.  This standard, developed through ASCE's consensus process, was the basis for a workshop jointly sponsored by the WMA and ASCE's Environmental and Water Resources Institute in April of 2003.

 


PRECIPITATION ENHANCEMENT GUIDELINES AVAILABLE

This manual of professional practice, Guidelines for Cloud Seeding to Augment Precipitation (ASCE Manual No. 81), is the outgrowth of a committee report by the same title published by the ASCE Weather Modification Committee in the March 1983 issue of Journal of Irrigation and Drainage Engineering. A task committee of the ASCE Climate and Weather Change Committee has expanded and updated this report to provide water resources managers and others who might become involved in the decision-making process for implementing a cloud seeding project with the necessary guidelines. The sections of this manual cover essentials of weather modification including the social, legal, environmental, and economic aspects as well as the scientific basis. Further, the manager is guided through the professional practice for operational cloud seeding, from materials and devices necessary to produce ice crystal-forming nuclei to the methods for distributing the artificially produced nuclei through cloud masses. In addition, methods of instrumentation that are used to provide input to real-time decisions and evaluate results are discussed. Finally, this manual outlines the steps that must be taken to implement a cloud seeding project.
